Who to query - Editor, features editor, sub editor

If you are looking to simply find out whether a magazine accepts freelance articles or not, who do you query? I tried emailing a couple of editors and asking for writer's guidelines but got no response. The magazines' websites also so not say anything on this topic. Am I aiming too high by emailing the editor? Who would be the right person to approach? Also, is it Ok to call and try and get the info.? Again, who do you contact? I called my magazine. I googled them (only to find out later that the phone number and the fact they do accept freelance was stated in the magazine!) then called and asked for the editorial team. I don't know who I spoke to, but it wasn't the editor (I spoke to a woman and the editor is male). They were very friendly.

You can also look in The Writers and Artists Yearbook, details in resources on the website - or the equivalent in your country - this details all the publishers in the UK and tells you what they publish and if they accept freelance work. Thank You Ingrid and Administrator. I finally got a reply from one of the editors :) and yes, they do accept freelance work. Also, thank you for the idea about calling up and asking for the editorial team. will do that with the others. Thanks again, and happy writing.
